Wow, no. It's a bit late now, decide for them. As I said, they can change anyway and it makes absolutely no difference. Just do it and stop delaying the mission. -_-

Edit: I'm using a randomizer, because Umi refuses to choose your places. Remember; it's only so each area has a fair amount of people. You can swap 3 times in total, from thread to thread anyway.
