I had a little bit of an epiphany on character development, and wanted to know how I would set-up a character that didn't use techniques, magic or ki, but instead was almost completely gear & weapon oriented. Basically a Gunner, but without any flashy moves or skills.
This character would have an assortment of equipment, everything from basic guns to even specialist level grenades and other objects.

One of the things he would have, would be an EMP Grenade (Electro-Magnetic Pulse) but it will be used as an anti-barrier device instead of anti-electronics. How would I set that up?

Specialties: Barrier-Breaker, Splash Damage, Delayed Fuse
Effect: A blue & green grenade, thrown to an approximate distance of the target and explodes, thus releasing an electro-magnetic wave that is effective against barriers and other magical reinforcements.

Like that? Or would I have to just buy the equipment and never use my TP/MP.. ever.

Could work with MP. Even if the name MP would be wrong in itself, the idea if good and everything would work the same.

It's technically called "TP", but we use MP for mages and KP for ki-users. TP for robots. Anyway, you should have the item itself, but if you want to use it in a special way, you have to make a technique with it...

There is no special way he uses his items, just grabs, shoots, ducks, etc.

Nah but really just aiming and shooting a gun shouldn't require a technique dedicated to it.

I think BRS just wants the weapon used to have stats to refer to.

Pretty much, he won't have any really special abilities, he will focus almost completely on his equipment.

It depends, of course. If you're using the basic abilities of the item, eg. Just throwing a grenade, then no, you don't require a technique. If it was something like specially throwing each grenade in a small time at a specified point in a barrage of throws, then yes, it would require a technique.

Well he could just use skills and disciplines, if he was meant to use guns? Marksmanship, Army training or whatever XP

You could always just upgrade the grenade effects.Although I think its just going to be more or less the same thing,just the effects intensified with each rank,and probably duration of the effect broadening,damage area etc.

Well at least that should be it,assuming your going to make a char based on just his equipments,then the equipments become more or less your techniques as well.

Though you are right, skills and disciplines are supposed to be something your character has learnt. A skill would be a much better choice for such.

Also Marksmanship thingy wouldn't be approved if it depended on your accuracy.
