Personality
Satoko is kind, caring and is innocent to anyone. He's often dumbfounded and falls for a lot of tricks, lies and traps, but he doesn't think bad of it. He's extremely optimistic and bubbly, being cheerful and active because of his young age. He loves dressing up as a girl, loving the cloth and material girls clothes use.

He hides his real gender, scared to be teased and is easily emotionally put down.

History
Satoko has always been a sheltered young boy for his entire life. Throughout his school life, he's always been considered a girl and no one thought of him as a boy because of the way he dressed. Since he actually was a guy, he was prone to constant, harsh verbal abuse.

He ignored the constant abuse and learnt magic through a scholar who taught him. He was pretty happy to learn it and as a resident of the magic world, has now entered a ship and is heading to visit places in the magic world.

Concerning your template, the 33intel isn't a bad thing in the fact that it will allowed you to use hight rank spell right from the start, but if you place all of your magic point into the same spell to get an high rank one you won't have any flexibility.

Moreover, it will mean that your charac will be weaker than a 90years old man.
If you want to make a frail character, I think you should at least put some point in endurance and speed, to at least be able to move faster than a snail, and to avoid being oneshot by every attack. In the end you do as you want

Actually, telepathy refers to transmitting something over long range, in the context of Negima, its sending thoughts to people that you cant normally talk to, this would be Telekinesis.

I recommend Labeling it "Basic Magic" to allow the use of your Telekinesis, if you want it, Telepathy and the Reinforcement spell you're gonna use. Its not a cool title, but you're able to use a more diverse group of spells

Telekinesis at this level, is medium strength, maybe 300-400 lbs or whatever it is metrically. Its advanced, but not powerful. Also since its a basic type of magic, no incantation is needed.

Reinforcement: Speed cant work on other people, thats a different branch of magic, Reinforcement works on only you. Self-buffs are fine, no incantation needed. At this rank you get buff 8 stat points, and it lasts for 2 turns.
